On December 18, 2017, HEB Grocery
announced on its Facebook page that it will
be opening a new store in Hudson Oaks. The
majority of comments came from people begging
HEB to open a store near them. Others asked
a question that to many would seem perfectly
reasonable: “Why Hudson Oaks?”
Why would HEB Grocery, one of the largest
privately-owned and most sought-after grocers
in the country, choose a small town of 2,200 in
Parker County for their next location?
To answer that question, you have to go back
to the founding of Hudson Oaks and reflect on
the core values that have guided Hudson Oaks
from its founding through today.
Hudson Oaks was founded in 1978 by
individuals with a great deal of foresight. They had
a different vision of how local government should
operate and wanted to chart their own course in
that direction. Rather than allow their destiny to
be decided by someone else, they took matters
into their own hands.
Their primary motivating factor was a belief
that in order for government to remain responsive
to those whom it serves, it should be sustained
by taxing activities, not by taxing the investments
that have been made within its boundaries.
To this day, Hudson Oaks does not have a
property tax. It’s one of the primary distinctions
that we have as a full-service city, and it forces us
to operate differently than everyone else.
Without a stable revenue stream that holds
constant regardless of the economy, we have to
